Entraría en reemplazo de Felipe Bayón, quien fue elegido por la junta directiva de Ecopetrol designada por el expresidente Iván Duque.
Bayón ha manifestado abiertamente sus diferencias con la administración del presidente Gustavo Petro.

Es por esto, que suena cada vez más la candidatura de Roa para presidir una de las más importantes compañías del país, donde el Estado colombiano es el mayor accionista.
Ricardo Roa es ingeniero mecánico de la Universidad Nacional, con amplia experiencia en sistemas gerenciales de ingeniería. Se desempeñó como gerente del Grupo Energía Bogotá (GEB), en la alcaldía de Gustavo Petro en Bogotá.
