Se imputan al fiscal general acusaciones de bloquear la revisión de los gastos reservados de la Fiscalía en 2022, y la intervención del contralor Carlos Mario Zuluaga en la modificación de la supervisión de estos gastos ha generado descontento.

Según una investigación realizada por Cambio, el contra los Carlos Mario Zuluaga, fue quien presuntamente ayudo a Barbosa para que ocultar los gastos reservados que se realizaron en el año 2022.
Los gastos de ese año superan más de 50.000 millones de pesos. En 2021, los gastos solo fueron de 19.000 millones de pesos, lo que quiere decir que hubo incremento en estos de más del 171%.

A inicios del año 2023 la Contraloría General de la Nación había iniciado una investigación en contra de Barbosa para verificar los gastos realizados. Sin embargo, esta entidad se vio enfrentada a muchos obstáculos por parte del Fiscal saliente, quien se negaba a estaba manifestando que la información tenía «seguridad nacional». A esto se sumó que no quería entregar los discos duros que contenían la información. Luego de por fin entregarlos, solicito que la revisión de estos se hicieran dentro de la fiscalía para que no hubiese filtración de información.
En las auditorías mencionadas, se evidencia que hubo un gran incremento de estos fondos reservados. Este incremento se debió a la instalación de un sistema de blindaje en la casa de Barbosa de la ciudad de Bogotá.
Estos fondos principalmente iban destinados era a mejorar la seguridad del fiscal, quienes luego se justificaron en que los gastos en definitiva estaban en conjunto mejorando su seguridad.
El contralor CarlosMario Zuluaga llega a este caso, debido a que en noviembre del año 2023, ya se tenía un grupo encargado para realizar la investigación, pero este, a través de una resolución, hizo que se cambiara el grupo investigador por uno supuestamente confidencial por el tema a tratar.
Adicional a esto, el 26 de diciembre de 2023, Zuluaga emitió otra resolución en la que se mencionaba que los hallazgos de esta supervisión debían entregarse a la DIARI (Dirección de Información, Análisis y Reacción Inmediata), entre que está liderado por Juan Camilo Zuluaga, recomendado por el Partido Conservador, y que aunque no es tan reconocido o mencionado, tiene un gran poder dentro de la Dirección.
Esta decisión, traía como consecuencia que el tiempo de haber entregado los documentos ya habría pasado, lo que implicaría que estás investigaciones se tendrían que archivar y empezar con una nueva.

Sin embargo, la contraloría menciona que estos cambios se dieron supuestamente a las amenazas que presuntamente el Fiscal estaba recibiendo las cuales ponían en peligro su integridad, sumado a que cualquier filtración de información podía ser perjudicial para la Contraloría, según lo mencionaron.
Esto no fue suficiente para aplacar los comentarios de las ciudadanía y de diferentes personalidades de la política, puesto que esta nueva investigación se suma a los escándalos del gasto exagerado de dinero en libros, placas, entre otros.
