Fue la Cámara de Representantes la que discutió la iniciativa, un tema que de entrada encendió la polémica ya que esta va direccionada a que los departamentos que solo tiene dos curules en el Congreso, puedan contar con un escaño adicional en el Senado.
Uno de los ponentes del proyecto, el representante Jorge Méndez del partido Cambio Radical, dijo que esta iniciativa es un acto de justicia con esos departamentos que nunca han tenido representación en la cámara alta.
«Lo que vemos hoy día es que se ha concentrado el poder de la Cámara Alta (Senado) en Bogotá y departamentos como Antioquia, Valle del Cauca y Atlántico, dejando a la periferia sin representación para poder adelantar la gestión de proyectos regionales», puntualizó el congresista.
Algunos parlamentarios y líderes políticos salieron a rechazar la iniciativa:
